Admitted to the Bar of China in 1989; LL.B from China University of Political Science and Law; LL.M in June 1995 from Vrije Universiteit Brussels and in May 2007 from Georgetown University Law Center; Visiting Scholar from August 2004 through December 2005 at Columbia University, School of Law, and from January 2006 through July 2006 at Benjamin N. Cardozo School of Law in New York City.
Ms. Dou adds a valuable component to our legal team. Her proven ability to interact with the various Ministries and provincial/municipal governments in China and her broad network within the Chinese state and private business communities is a considerable asset to our international clients in solving regulatory problems and strategizing market entries in China.
Most recently, Ms. Dou concentrated her practice in areas of media, telecommunication, intellectual property and internet laws. From 2000 through 2004 she served as General Counsel to Tom.Com Online Group (“Tom”), a leading Chinese internet company. She was a Director of Tom's Legal and Government Affairs Department, and was responsible for all issues related to intellectual property, business negotiations and acquisitions, and government related industry activities. She established and maintained Tom’s relationship with numerous agencies throughout the Chinese government. She was also responsible for negotiations with the National Internet Content Provider, the International Federation of Phonographic Industry, and the Motion Picture Association of America regarding various issues related to intellectual property.
From 1996 through 2000, Ms. Dou was retained as an associate by Beijing Huan Zhong & Partners and Bejing Lutong United Law Offices where she handled cases involving Joint Ventures and other commercial matters. Ms. Dou also represented international clients in arbitration proceedings before the China International Economic and Trade Arbitration Commission.
Earlier in her career, Ms. Dou worked as a lecturer for the Ministry of Justice of China, Training Center of National Lawyers. From 1984 through 1990, she was retained by the Law Society of Henan Province as an editor for its provincial law review.
In addition to her academic achievements and professional experiences, Ms. Dou served as a Commissioner of the China Internet News Information Service Association. She participated in many legislative and judicial activities. She was selected, among others, Panelist on the “2003 China Internet Development Forum” sponsored by the State Council Information Office of China and China Central Television, Moderator of the legislative panel of the “Advanced forum of Anti-Spam of China,” an event sponsored by the Internet Society of China and guest lecturer at Columbia University Law School in 2005. She is a co-author of three books on the Chinese legal system, i.e., “China Economic Theory and Practice,” “Examinations for Qualifying as Legal Counsels” and “China and the GATT.”
